What a pro does

Basements do the water heater a favour and a disservice at once. The tank is easy to reach and a leak has somewhere to go, but it also sits in the coldest part of the house, so incoming water in January arrives well below what it was in July and the same unit suddenly seems undersized. A plumber starts by testing rather than swapping. On an electric heater that means checking both thermostats and both elements, since a dead upper element and a dead lower one produce very different complaints. On a gas unit it's the thermocouple, the burner, and the draft, and draft gets real attention in older homes where a masonry chimney is doing the venting for an appliance much newer than the flue. Sediment gets assessed as well, and around here that means the local supply, which is drawn from limestone ground and carries hardness with it. Scale on an element is the quiet reason a tank that tests fine still can't fill a bath.

Because the water coming in is colder, so the same tank has further to take it and gets through its stored volume sooner. A basement install feels this more sharply than one in a heated space. It's usually not a fault at all, though it does expose a tank that's already lost capacity to sediment.
It shortens its useful life. Water drawn through limestone ground carries dissolved minerals that come out of solution as it heats, coating the elements and settling on the tank floor. That layer insulates, wastes energy, and eventually leaves a tank that heats slowly and runs out early even though nothing has actually broken.
On a gas unit venting into an old masonry flue, quite a lot. The flue was often sized for equipment long since removed, and an oversized or deteriorating chimney can stop drawing properly. A plumber checks that the appliance is drafting before signing off on anything else, since that's a safety matter rather than a comfort one.
Not once it's the tank itself. Fittings and valves and connections can all be dealt with, but a leak through the steel means the glass lining has failed and corrosion has come through from inside. At that point replacement is the only honest recommendation.
