Elevation does most of the deciding here. A house up on Signal Mountain or out toward Dunlap can sit several degrees colder overnight than one down by the river in East Ridge, and the split shows up where the cold got in rather than where the pipe is oldest. The plumber kills pressure first. Then the hunt follows the building: an uninsulated rim joist in a mill-town basement, a supply run through a stone foundation wall, a crawlspace with a vent nobody has closed since the house was built. Older places through Rossville and South Pittsburg often still carry a mix of galvanised steel and later copper, and the joint between two materials is frequently where the freeze finds its opening. The failed section comes out and gets replaced with pipe matched to what it's joining. Bringing the system back up is done deliberately, valve by valve, because a hard freeze rarely damages only one spot and the second one prefers to reveal itself after everybody's gone home.

Cold air and elevation both work against them. Two houses of identical construction can have very different winters.

A conditioned basement stays well above freezing, while an old stone-walled one with open vents and an uninsulated rim joist can get close to outdoor temperature at the perimeter. The exposed edge of a basement is where these lines usually fail, not the middle of the room.
Age is the bigger factor than material. Galvanised steel narrows internally with corrosion over decades, and a restricted line freezes solid sooner than an open one, so the older systems still found in the mill neighbourhoods tend to go first. The joins between old steel and newer copper are worth attention too.
