What a pro does

The opening minutes of an emergency call are about containment, not repair. A plumber wants to know what's flowing, whether it's clean or foul, and whether anyone has managed to reach a shutoff. Around here that shutoff is often in the basement where the service comes through the foundation wall, which is a genuine advantage over slab country, though on a crawlspace house it's usually at the meter box out toward the road instead. Once the water stops, the picture clarifies fast. Then comes sorting what's urgent from what's simply annoying. A basement that's taking water while a storm is still going gets treated differently from a dripping trap. Anything involving sewage on a floor people walk on is urgent regardless of volume. A gas appliance showing soot or scorch marks gets shut off at the valve and left off. Only after all that does the conversation turn to what the actual repair involves and what it's going to take to reach the failed part.

In most homes with a basement it's on the wall where the service line comes in from the street, often near the meter and usually with a valve that hasn't been turned in years. Crawlspace homes more often have theirs at the meter box near the road. It's worth locating on a calm day and turning once to be sure it moves.
It depends on where the water is entering. Clean water arriving from a pipe, a heater, or a failed supply line is a plumbing emergency. Water coming up through a floor drain or in at the base of the walls during heavy rain is a drainage question, and the pump and the lateral both get looked at.
Not for the plumbing itself. Homes on the Georgia side around Ringgold and Fort Oglethorpe have the same pipe in the same ground as the Tennessee side. What can differ is which water utility serves the property and therefore who to contact about the meter and the connection at the street.
Stop the water at the main, keep clear of anything electrical that's been reached, move what you can out of the wet area, and take a few photographs before anything is moved or cleaned up. Beyond shutting things off, leaving the plumbing alone tends to make the visit shorter rather than longer.
