How deep should a water service line be buried?

Deep enough to sit below the local frost line, which is shallow around here but not zero. Rock forces some lines higher than ideal, and those are the ones that freeze. Lots on the Eton side of the ridge have the same constraint, so a reroute or added insulation often beats digging deeper.

What is the first thing to do about a frozen line?
